ACTFL-Scale Qualifying Tests

To award the Global Seal of Biliteracy, qualifying proctored test scores must be submitted directly to the Global Seal of Biliteracy by a representative of schools, organizations, companies or the testing company. The chart below outlines the qualifying tests and scores that have been approved to credential candidates for the Global Seal. The Global Seal of Biliteracy certificate will indicate that a candidate qualified using a test based on the ACTFL scale. Qualifying test scores must be submitted within 12 months of the test date.


The Global Seal of Biliteracy offers three award levels:

Functional Fluency: This level credentials language learners at the Intermediate-Mid level.
Working Fluency: This level credentials language learners at the Advanced-Low level.
Professional Fluency: This level credentials language learners at the Advanced-High level.

The Global Seal of Biliteracy has developed a free set of short adaptive self-assessment based on the commonly used NCSSFL-ACTFL Can-Do Statements. These can-do statements are reflective of an individual’s language ability based on the ACTFL Levels of Language Proficiency.
