Qualifying Tests & Requirements

To award the Global Seal of Biliteracy, qualifying proctored test scores must be submitted directly to the Global Seal of Biliteracy by a representative of schools, organizations or companies. The chart below outlines the qualifying tests and scores that have been approved to credential candidates for the Global Seal. Qualifying test scores must be submitted within 12 months of the test date.


The Global Seal of Biliteracy offers three award levels:

Functional Fluency: This level credentials language learners at the Intermediate-Mid level.
Working Fluency: This level credentials language learners at the Advanced-Low level.
Professional Fluency: This level credentials language learners at the Advanced-High level.

The Global Seal of Biliteracy has developed a free set of short adaptive self-assessment based on the commonly used NCSSFL-ACTFL Can-Do Statements. These can-do statements are reflective of an individual’s language ability based on the ACTFL Levels of Language Proficiency.


how these tests were approved


The Global Seal of Biliteracy’s Board of Advisors is responsible for approving tests to be used to determine a candidate’s level of language proficiency.  Guiding Principles were created with the primary goal of expanding access to credentialing. The evaluation of available tests is an ongoing process. The first group of approved tests represents those most widely accepted by state Seal programs.  To qualify as an accepted language assessment, the assessment must conform to the following Guiding Principles*

 
  • Externally validated (tests used at the national and/or international level and not developed or scored solely at the local/district/state/provincial level)

  • Assesses all 4 basic skills -- Listening, Speaking, Reading, Writing*

  • Results are aligned with or correlated to the ACTFL Proficiency Scale

  • Tests must be human proctored by an impartial party, for example a school administrator, teacher, or HR representative.

  • For Global Seal of Biliteracy candidates in the US, English language is required and can be met by meeting state ELA standards, through qualifying testing, or fulfilling requirements for academic degrees.

*Exceptions made for languages such as Latin where a component may not be assessed or for less common languages where 4 skill tests may not be available. For less common languages, the productive skills of speaking and writing must be measured.
