Functional Fluency

This individual can navigate daily routines and predictable situations in their certified languages. They can describe services, follow procedures, and respond to frequently asked questions, though some grammar errors or mispronunciations may occur.

Working Fluency

At this level, the certified individual can handle both routine and unfamiliar situations across formal and informal contexts. They can adjust their language, make recommendations, explain policies in detail, and resolve problems with overall accuracy and understanding.

Professional Fluency

The highest certification validates advanced mastery. These individuals interact with precision on a wide range of complex topics. They excel at persuasion, negotiation, delivering presentations, and participating in the linguistic and cultural nuances of professional environments.

What you need

Universal Requirements for Certification

Your test must come from one of our approved testing partners. The Global Seal does not test you. Our partners do, and they send your scores to us directly. This is what makes the credential trustworthy.

First Language of Certification (Dominant Language)

First language of certification. For Global Seal purposes, your first language of certification is the language in which you have your strongest overall proficiency across listening, speaking, reading, and writing. It is often the primary language of your education, but it is not necessarily the first language you learned, your home language, or your native language.

You may demonstrate eligibility through official records showing education completed in that language, such as a diploma or transcript, or by submitting a qualifying test score in that language.

One of the following must be met:

Diploma, transcript, or other official academic record showing completion of the required educational level in the first language of certification.

Second Language of Certification

To earn a Global Seal, you must demonstrate proficiency in a second (or additional) language by taking a qualifying assessment through one of our approved testing partners. Your test score determines the Global Seal level you are eligible to receive.

Test scores submitted must be issued within 12 months, and the assessment must be live proctored. U.S. candidates: For your first Global Seal certification, English must be one of your two certified languages.

A Simple 3-Step Pathway to Certification

Earning a Global Seal of Biliteracy is straightforward through one of our approved testing partners: choose, test, receive. Your partner handles registration, testing, and submission, and the Global Seal issues your certificate. (Testing fees are set by the partner.)

Send your testing partner proof of your first language, then take your test. Many tests can be taken online with a live proctor, so you can test from where you are.

Receive

Your testing partner sends your qualifying scores to the Global Seal. Once they are processed, we will send you certification details by email. Once you set up your Digital Language Profile, it is ready to share right away.

Your Digital Language Profile is your shareable certification

Your Digital Language Profile is the credential. It is the official record of what you earned, and it shows your first language, your tested language, and your fluency level.

Evaluate Your Language Level

The Global Seal of Biliteracy has developed free adaptive language proficiency self-assessments based on can-do statements from two major proficiency scales. These can-do statements are reflective of an individual’s language ability based on the Common European Framework of Reference (CEFR) Levels and the ACTFL Levels of Language Proficiency.
